Too many toddlers so little time

Do I just organize the toddlers I have and put all the 2's on one side and the others on the other side, or do I take all the 2's downstairs and split up the remaining toddlers between both rooms upstairs? Do I try and start that this week, or do I do it next week, or not at all till next year. Do we have enough volunteers for another room....but if I add the 3rd room, I might be down to a fewer amount upstairs to where we can just combine both rooms up there into one room, but then we're back to only using two rooms, so what was the point in adding a 3rd room? Some moms will complain about too many kids in one room and 2 year olds running over 1 year olds, but than other moms will complain about having to take their child to another room....that's just too stressful and out of the "norm" ARRGHHH!! My head is going to spin off! There is just no right answer!

Okay, so this is what I'm dealing with tonight. Doesn't make sense, does it?!?! And I'm getting ready to meet about being in charge of such things next year too....goodness!
